In May, Texas Governor Greg Abbott issued an executive order preventing cities, counties and schools from issuing their own mask mandates in response to COVID. LPHS constitutional law attorney David Coale explains how that order legally impacts leadership at the local level.

“The way the statute is set up, the governor's rules have priority. He's the top of the pyramid if you will, and he gets to make rules that set the tone for everybody else in the state," Coale said.
