The Texas Medical Board is considering how the agency will investigate potential violations of the state’s abortion ban, following pressure from the Texas Supreme Court and a public petition. However, the firm’s David Coale notes that the Board has limited law-making authority.

"I'd be very surprised if they added something really substantive on to this that created meaningful carve outs and significant areas," said Coale in a Fox 4 interview. "Because that would open them up to claims they're allowing unlawful conduct."
