Appellate Court Makeup May Be an Issue in Upcoming Texas Legislative Session

In a review of significant legal issues to watch in the upcoming Texas legislative session, the firm’s David Coale spoke with Law360 about a likely renewed effort to reduce the number of intermediate appellate court districts in the state. Although a similar measure failed in the last session, Coale says that while some legislators tout the move as a means to reduce costs, politics is also a factor. The appellate courts in major cities are predominantly liberal, complicated by shared jurisdictions with more conservative rural counties in some instances. "It's true that we have an unusually detailed appellate system in Texas, but it works," Coale said. "It has worked for a long time."
