David Coale Explains Dallas Judge and Texas Governor’s Competing Orders on Masks

While Texas Governor Greg Abbott has issued an executive order that bans vaccine requirements and mandates on masks statewide, Dallas County administrative district judge Maricela Moore has issued an order that masks must be worn in Dallas County courthouses. Judge Moore’s directive is based on a July 19 Texas Supreme Court ruling encouraging administrative judges to adopt health protocols for those working in the courtroom and for the public. LPHS constitutional law and appellate attorney David Coale tells the Dallas Morning News:

“There’s a pretty clear path through here where I think Judge Moore’s ruling — given the Supreme Court’s order that she’s basing it on — is on pretty solid footing,” Coale said.
