David Coale Discusses Appeals Court Decision on Harris County Bail System in Houston Chronicle
The 5th U.S. Circuit Court of Appeals has denied an attempt to throw out a judge’s ruling in litigation involving Harris County’s bail system. The decision by the three-judge panel is the latest development in the case involving a system that is accused of keeping poor people in jail for low-level misdemeanors because they can’t afford bail. Lynn Pinker Cox & Hurst attorney David Coale says the recent decision may mean Harris County will face more obstacles as the appellate process continues. "It's not a guarantee that the county's going to lose, by any means, but it is a cautionary note for the county, that the court may perceive some legal flaws," Coale said in an interview with the Houston Chronicle.
